To boost foreign investment and fuel economic growth, as per the Cypriot government's policy, Regulation 6(2) of the Aliens and Immigration Regulations empowers the Ministry of the Interior to grant residence permits to non-European investors in the Republic.

Requirements of Cyprus Permanent Residence Program

To be eligible for residency, applicants must meet these two requirements:

Choose one of the following options:

• Acquire two new residential properties, each valued at a minimum of EUR 150,000 plus VAT, potentially from different developers.
• Acquire a maximum of two new or pre-owned non-residential properties (such as offices, retail spaces, hotels, or other developments) with a combined market value of no less than EUR 300,000, excluding VAT.
• Invest EUR 300,000 in the share capital of a physical company registered and operating in Cyprus, with a workforce of at least five employees.
• Invest EUR 300,000 in the collective investment units of the Cyprus Investment Funds Association, including AIF, AIFLNP, or RAIF funds.

To qualify, applicants must demonstrate a secure annual income of at least EUR 50,000 from international sources. An additional EUR 15,000 is required for each dependent spouse, and EUR 10,000 for each dependent minor child.

Furthermore, applicants must meet the following criteria:

• Applicants must submit up-to-date criminal record certificates from their country of origin and current residence every three years. This requirement also applies to all adult dependents.
• Submit an official declaration confirming non-employment status (this does not apply to applicants who serve as directors of a company in which they have invested).
